Public Notice by the Department of Medical Education & Research (DMER) Haryana regarding some crucial changes in the Haryana NEET UG 2026 counseling procedure for admission to various medical education programs for the Academic Year 2026-27.
This notice involves significant changes to the counselling procedure concerning the admissions to MBBS, BDS, BPT, and various other medical programs in all the medical colleges, including both government and private institutes, in Haryana. The notice has been released by Mr. Yashendra Singh, IAS, Director, Medical Education & Research, Haryana, Panchkula, and candidates have been provided time till 29th June 2026 to send in their comments or objections.

What Is DMER Haryana and Why Do These Changes Matter?
DMER Haryana is the name of the organization that coordinates all admission activities in Haryana. The DMER Haryana conducts counselling of students who seek admissions into MBBS, BDS, BPT, and many other allied health sciences courses in both government and private medical institutions of the state.
Each year, many lakhs of students belonging to Haryana take NEET UG examination and then participate in the counselling process of Haryana NEET UG for admissions into medical colleges.
The proposed changes to be made in 2026 have been made keeping the above in mind.
Five Major Amendments in Haryana NEET UG 2026 Counselling Process
Let us now examine each of the amendments in detail in simple terms.
1. New Deadline Clause for Incorporation of Seats in Haryana MBBS Counselling
What has changed?
Earlier, medical colleges could get permission for new seats or additional seats at any point during the counselling process — even after multiple rounds had been completed. This caused confusion and questions about fairness.
New Rule: From the 2026–27 session onwards, any institution that receives permission for new seats or additional seats after the last date of registration for the 3rd round of counselling will NOT be included in the counselling process for that academic session.
How will this change affect you?
When the college receives its quota approval in the last moments before the counselling process is completed, then those seats cannot be considered in that year. Thus:
- All candidates get an equal opportunity in the seat matrix.
- There can be no additional seats at the last minute that might affect merit list positions.
- The integrity of the Haryana NEET counselling process would remain intact.
Concluding remark: You have to ensure timely approval of seat approvals or wait till the next year.
2. ESM (Ex-Servicemen) Category Certificate Requirement
What has changed?
Candidates seeking admission through ESM Quota in Haryana NEET UG Counseling will have to make sure that their certificate is duly certified.
New Rule: ESM certificates must be:
- Signed by the Zila Sainik Board
- Counter signed by the Rajya Sainik Board, Haryana, Panchkula
What does this mean for you?
If you're applying under the ESM/defence category for MBBS or BDS admissions in Haryana, make sure your certificate has both signatures — district AND state level. A certificate with only one signature may not be accepted.
Get this done well before counselling registration opens to avoid last-minute issues.
3. Important Clarification on OSC and DSC Category Admissions
This is a very important change for SC category candidates in Haryana.
Background:
Haryana's reservation policy (dated 15.05.2020 and subsequent amendments) divides Scheduled Caste candidates into two sub-categories:
- OSC – Other Scheduled Caste
- DSC – Deprived Scheduled Caste
New Rule: Candidates must apply only under the correct sub-category they belong to.
- OSC candidates → apply under OSC only
- DSC candidates → apply under DSC only
Critical Warning: If a candidate applies under the wrong category, their allocated seat will be cancelled.
What does this mean for you?
This is a strict rule with a harsh consequence — seat cancellation. Before filling your Haryana NEET 2026 counselling form, verify exactly which sub-category your SC certificate belongs to. Check your certificate carefully or consult with the issuing authority.

4. Online Refund of Security Amount — Big Relief for Students
This is a student-friendly change that many candidates and parents will welcome.
What has changed?
Previously, the refund process for security deposits paid during counselling could be slow or cumbersome.
New Rule:
- The refund of security amount will now be made completely online.
- Eligible candidates will receive their refund within one month of the completion of the counselling process.
What does this mean for you?
If you paid a security amount during Haryana NEET UG counselling and are eligible for a refund (for example, you didn't take the seat or upgraded), you will get your money back directly to your bank account — online, within 30 days of counselling completion.
No more running to offices or waiting endlessly. This is a genuine improvement in the system.
5. Revised Criteria for BPT Admission in Haryana
Revised criteria relate to the aspirants willing to apply for BPT admission.
Changes So Far
Eligibility criteria for all Indian states have been modified by the Ministry of Health & Family Welfare, Government of India & NCAHP, in their respective letters, dated 02.03.2026 & 08.03.2026.
Eligibility Criteria for Admission into BPT course 2026 Haryana:

From today onwards, Haryana will follow these revised criteria for BPT admission according to national criteria.
What does it mean for you?
It implies that as a general category aspirant if you apply for BPT admission in Haryana, you must obtain at least 50% marks in PCB. If you are a SC/ST/OBC or backward category aspirant, you should get 40% marks in PCB.
