What is State Quota Counseling?

 

Every state in India has two types of medical seats:

  • Government Medical Colleges: 85% seats are reserved for state students after allocating 15% to the All India Quota.
  • Private Medical Colleges: 100% seats are managed by the state.

 

On 85% Government Medical College seats, only students from the respective state can apply.


On 100% Private Medical College seats, eligibility depends on the state’s policy:

  1. Closed States: Do not allow students from other states to participate in private medical college counseling (e.g., Punjab, Gujarat).
  2. Open States: Allow students from other states to apply for private medical seats (e.g., Uttar Pradesh, Haryana).

Both categories fall under State Quota Counseling.


 

Why Separate Counseling by Every State?

 

Each state has unique:

  • Counseling norms and schedules
  • Reservation categories and policies
  • Cut-off criteria

Due to these variations, every state has a separate State Counseling Committee that operates under the guidelines of the Medical Counseling Committee (MCC).


 

Who Can Participate in State Quota Counseling?

 

  • Eligibility: NEET-qualified students.
  • Scope: Can apply in their home state and in open states for private medical colleges.

 

Who Conducts State Quota Counseling?

 

  • Government Medical Colleges (85% seats): Conducted by the respective State Counseling Committees under MCC.
  • Private Medical Colleges: Managed by State Counseling Committees up to the Mop-up Round. The Stray Vacancy Round is conducted by individual colleges.

 

Rounds in State Quota Counseling

 

Typically, there are 4 rounds:

  1. First Round
  2. Second Round
  3. Mop-up Round
  4. Stray Vacancy Round
    • If seats remain vacant, a Special Stray Vacancy Round is also conducted.
