All India Quota (AIQ) Counseling

What is AIQ Counseling?
The All India Quota (AIQ) is a pool of seats created by the Medical Counseling Committee (MCC). In this pool:
- 15% of seats from every Government Medical College in each state are contributed.
- For example, if Uttar Pradesh (U.P.) has 30 government medical colleges with 100 seats each, the total seats would be 30 x 100 = 3000.
- 15% of 3000 seats = 450 seats are contributed to the AIQ pool.
Since 2021, seats from Central Universities like AIIMS, JIPMER, BHU, etc., are also part of AIQ Counseling. There is no separate counseling for these institutions anymore.
Why AIQ?
The AIQ was introduced in 1986 under the direction of the Supreme Court (SC) to provide domicile-free, merit-based opportunities for students to study in medical colleges outside their home states.
Reservation Policy for AIQ Seats
As per the latest policy, the reservation for AIQ seats is as follows:
- OBC: 27%
- SC: 15%
- ST: 7.5%
- EWS: 10%
- Physically Challenged (PwD): 5%
Who Can Participate in AIQ Counseling?
- Eligibility:
NEET-qualified students from any state are eligible. - Scope:
Even for MBBS admissions in Central Universities like AIIMS, JIPMER, BHU, clearing NEET is mandatory.
Who Conducts AIQ Counseling?
The Medical Counseling Committee (MCC) conducts counseling for AIQ seats.
Rounds in AIQ Counseling
Typically, there are 4 rounds:
- First Round
- Second Round
- Mop-up Round
- Stray Vacancy Round
- If seats remain vacant, a Special Stray Vacancy Round may also be conducted by MCC.
How Many Seats are There Under AIQ Counseling?
In 2022, there were approximately 44,000 seats under AIQ.
