Punjab MBBS Admission 2026 Notification Released: Eligibility, Fees, NRI Quota, Reservation and Service Bond

Government of Punjab has come up with an official notification concerning the admission requirements for MBBS & BDS courses for the academic year 2026. This particular notification pertains to Government Medical Colleges, Private Medical Colleges, Private Universities, Dental Colleges, and Minority Institutions of Punjab.

According to the notification, all admissions to MBBS & BDS courses in Punjab, under the category of government quota, management quota, NRI quota, and minority quota, will be carried out on the merit in NEET UG. The responsibility to carry out the counseling process in Punjab has been assigned to Baba Farid University of Health Sciences, Faridkot.

Who Will Conduct Punjab MBBS Counselling 2026?

Baba Farid University of Health Sciences, Faridkot, will conduct centralised counselling for:

  • 85% Punjab state quota seats in government colleges
  • Government quota seats in private colleges
  • Management quota seats
  • Minority quota seats
  • NRI quota seats
  • Other applicable state-level MBBS and BDS seats

The 15% All India Quota seats in government medical and dental colleges will be filled through MCC counselling conducted by the Government of India. The remaining 85% seats will be filled by the Punjab admission committee through BFUHS. 

Punjab MBBS 2026 State Quota Eligibility

To claim Punjab state quota eligibility, the candidate must be an Indian citizen and satisfy at least one of the prescribed Punjab eligibility conditions.

A candidate may be eligible if:

  • The candidate has passed Classes 11 and 12 from Punjab
  • The candidate was born in Punjab
  • The candidate is a permanent resident of Punjab
  • The candidate has studied in Punjab for five years
  • The candidate studied in Punjab for two years immediately before the qualifying examination

The notification also provides eligibility to certain children and wards of Punjab government employees, pensioners, defence personnel and other specified categories

Students Who Are Eligible without Meeting the Punjab Study Condition

These are some students who can be considered eligible on the basis of conditions mentioned in the notice:

  • Children of defense forces posted in Punjab
  • Students applying from the NRI category
  • Minority students applying for seats reserved for minorities
  • Certain children of central government servants posted in Punjab
  • Children of Punjab government pensioners
  • Children of eligible Punjab and Haryana high court servants
  • Candidates whose parents have settled or lived in Punjab for the specified period

In government medical and dental colleges:

  • 15% seats will be allotted under the All India Quota through MCC

Private Medical Colleges

The full-course fee for the 15% NRI quota has been notified as:

  • MBBS: USD 110,000 for the full course
  • BDS: USD 44,000 for the full course

The notification clearly states that these fees may be changed through a subsequent government notification. 

Punjab Fee Structure 2026 MBBS NRI Quota

Fees for the full course in NRI quota 15% are as follows:

  • MBBS: $110,000 for the full course
  • BDS: $44,000 for the full course

Seats in NRI Quota Punjab MBBS Admission 2026

NRI quota seats are available at:

  • All private medical colleges
  • Guru Gobind Singh Medical College, Faridkot
  • Dr. B.R. Ambedkar State Institute of Medical Sciences, Mohali
  • Government Medical College, Patiala
  • Government Medical College, Amritsar

From the notification, we learn the following:

  • 15% NRI seats in all private institutions
  • 15% NRI seats in GGS Medical College, Faridkot
  • 15% NRI seats in AIMS Mohali

Order of Preference for Punjab NRI Seats

Allocation of NRI seats will be done on the basis of the following order:

Category I

NRIs who are native to Punjab or their children.

Category II

NRIs who are native to other states of India or their children.

Therefore, the NRI students who are native to Punjab will have an edge over NRIs from other Indian states.

Who Is Considered an NRI Under the Punjab Policy?

Under the notification, an NRI is a person of Indian origin who holds either an Indian passport or a foreign passport and is permanently or temporarily settled outside India for:

  • Employment
  • Business or profession
  • Any other purpose showing an intention to remain outside India for an uncertain period

Documents such as a foreign passport, Green Card, Permanent Resident Card, foreign residency proof, OCI card or PIO card may be considered for determining NRI eligibility. BFUHS will assess eligibility and issue an eligibility certificate to qualifying candidates. 

OCI and PIO Candidates

The notification states that OCI and PIO candidates will be considered only for the 15% NRI quota seats.

They will not be considered under regular Punjab state quota categories merely on the basis of OCI or PIO status. 

What Happens to Vacant NRI Seats?

NRI counselling will be conducted before counselling for other categories.

If NRI seats remain vacant after the second centralised NRI counselling:

  • Vacant NRI seats in state colleges will be converted to the general category
  • Vacant NRI seats in private or minority colleges will be converted to the general category within the management or minority quota

Such leftover seats will continue to be filled on the basis of NEET merit through the same admission committee.

For state quota seats in government medical and dental colleges, the notification provides the following reservations:

Reservation in Punjab Private Medical Colleges

Reservation rules will also apply to the government and management quota seats of private medical and dental colleges under the categories prescribed in the notification.

The listed categories include SC, BC, backward area, border area, persons with disability, sports, defence, police, riot-affected, terrorist-affected, freedom fighters and Jammu and Kashmir migrants. 

New State Quota Declaration Requirement

Candidates and their parents or guardians must submit an affidavit declaring that the candidate:

  • Has claimed Punjab state quota eligibility only
  • Has not claimed or used state quota benefit in another state or Union Territory for the same session
  • Has not submitted another domicile or residence claim elsewhere for MBBS or BDS admission

If the declaration is later found to be false, the candidate’s admission may be cancelled and further legal or administrative action may be taken. 

This is an important provision for students who may be eligible for counselling in more than one state.

Punjab MBBS Service Bond 2026

A major provision in the notification is the service bond for candidates admitted to government medical colleges in Punjab.

Bond Amount

The bond amount is ₹20 lakh.

Who Must Sign the Bond?

The bond applies to MBBS candidates admitted to Punjab government medical colleges under:

  • Punjab state quota
  • All India Quota

Mandatory Service Period

  • State quota candidates: two years
  • All India Quota candidates: one year

The service may be required in Punjab government medical colleges, government hospitals, healthcare institutions or other government health establishments. 

Candidates who fail to join or complete the required service may have to pay the ₹20 lakh bond amount along with any other applicable penalties or liabilities.

Rules for Candidates Already Studying MBBS or BDS

A candidate already admitted to an MBBS or BDS course in a previous academic session may participate again using the current year’s NEET score.

However, the candidate may need:

  • A valid No Objection Certificate
  • A relieving certificate from the existing institution
  • Compliance with fee, bond and counselling rules

If a candidate leaves the course before completing two years, the candidate may become liable to pay the entire course fee and other applicable penalties or bond amounts.

The likely counselling process will include:

  2. Online registration on the BFUHS portal

The notification states that tuition fee for six months will initially be deposited with BFUHS.

If a candidate is shifted from one college to another in a subsequent counselling round, the fee should be refunded or adjusted after the completion of the admission process.

Private institutions cannot insist that the candidate deposit the complete course fee in advance. Fees are to be paid on a six-monthly basis. 

Hostel Charges Mentioned in the Notification

The notification provides indicative maximum hostel charges for private institutions:

  • Non-air-conditioned independent room: ₹16,500 per year for the first year
  • Special room with attached bathroom and air conditioning: ₹26,400 per year
  • Refundable security advance: ₹27,500
  • Mess charges: actual
