Punjab NRI MBBS Counselling 2026 latest update on CWP 25345 of 2026, Mehtab Singh vs State of Punjab. Check High Court case status, BFUHS NRI allotment hold, Round 2 impact and what candidates should do next.
Punjab NRI Counselling 2026 Latest Update | CWP 25345 High Court Case

Punjab NEET UG 2026 candidates waiting for NRI Quota MBBS and BDS seat allotment are still awaiting further clarity in connection with CWP No. 25345 of 2026 – Mehtab Singh v. State of Punjab & Others, pending before the Punjab & Haryana High Court.

Baba Farid University of Health Sciences (BFUHS), Faridkot, had earlier kept the NRI Quota seat allotment process in abeyance due to the pendency of this case.

As of 21 September 2026, no fresh publicly available BFUHS notice has been found confirming the resumption of NRI quota allotment. Candidates should therefore continue to treat the NRI counselling process as pending further official directions.

What is CWP No. 25345 of 2026?

The case is titled:

Mehtab Singh v. State of Punjab & Others
Case Number: CWP No. 25345 of 2026
Court: Punjab & Haryana High Court

The petition relates to the eligibility framework for admission under the NRI quota in Punjab MBBS/BDS counselling, including questions surrounding candidates claiming NRI eligibility through an NRI sponsor or eligible relative.

The outcome is important because it may affect how BFUHS proceeds with the allotment of NRI quota seats during Punjab NEET UG Counselling 2026.

Why Did BFUHS Put NRI Counselling on Hold?

BFUHS issued a public notice dated 9 September 2026 stating that allotment of seats under the NRI quota for the 2026 session was being kept in abeyance due to the pendency of CWP No. 25345 of 2026.

According to the notice, the further NRI quota allotment process would be carried out in accordance with the outcome or directions issued by the Hon’ble Court.

This means BFUHS has not independently cancelled the NRI quota. Instead, the university is awaiting clarity from the High Court before proceeding further with the affected allotment process.

Latest Update After the 17 September Hearing

The case was expected to come up before the Punjab & Haryana High Court on 17 September 2026.

However, as of 21 September 2026, we have not found a publicly available final order or subsequent BFUHS notification confirming that the dispute has been finally resolved or that the NRI allotment process has restarted.

Therefore, candidates should avoid relying on unverified social media messages claiming that:

  • NRI-sponsored candidates have definitely been allowed;
  • the case has been finally dismissed;
  • Punjab NRI Round 2 allotment has restarted; or
  • a final allotment date has been announced.

Until an official High Court order or BFUHS notification is issued, the counselling position should be considered pending.

Is Punjab Round 2 Completely on Hold?

No.

The BFUHS notice specifically relates to the NRI quota allotment.

It should not automatically be interpreted as a stay on the entire Punjab NEET UG counselling process for other categories.

Candidates participating under the State Quota, Management Quota or other applicable categories should continue following the respective BFUHS counselling schedule and official notices.

Are Round 1 NRI Admissions Cancelled?

There is currently no verified notification stating that all previously completed NRI admissions from Round 1 have been cancelled merely because of CWP No. 25345 of 2026.

The present issue primarily concerns the further processing and allotment of NRI quota seats while the matter remains before the High Court.

Candidates who have already taken admission should nevertheless continue checking official BFUHS notifications in case the university issues any specific directions affecting already allotted candidates.

Why Is the NRI Sponsor Issue Important?

Punjab's NRI admission policy has historically distinguished between different classes of candidates, including actual NRIs, children of NRIs and, subject to the applicable rules, certain wards or relatives of NRIs.

Previous litigation involving Punjab's NRI admission framework has also examined whether eligibility criteria can be expanded or altered after the admission process has begun.

Because NRI MBBS seats involve a separate eligibility framework and significantly different fee structures, any judicial interpretation of the rules can directly affect:

  • eligibility of NRI-sponsored candidates;
  • preparation of the NRI merit list;
  • allotment of vacant MBBS/BDS seats;
  • Round 2 counselling;
  • subsequent counselling rounds; and
  • conversion or treatment of vacant NRI seats, subject to applicable rules.

What Should NRI Candidates Do Right Now?

Candidates should not withdraw from other available counselling opportunities solely on the basis of unofficial information regarding this case.

Students and parents should:

  1. Regularly check the official BFUHS counselling portal.
  2. Keep all NRI eligibility and sponsorship documents ready.
  3. Monitor the Punjab & Haryana High Court case status.
  4. Do not assume that NRI-sponsored candidates are accepted or rejected until the applicable court/BFUHS position is officially clarified.
  5. Continue participating in other eligible counselling options wherever permitted.
  6. Check any new BFUHS notice immediately after publication, as counselling timelines can move quickly once the legal issue is resolved.
