🧩 Understanding the Difference Between MCC and State NRI Quota Rules

Many candidates and parents believe that MCC (Medical Counselling Committee) acts as a universal guideline authority and that all states follow the same rules — especially for NRI quota admissions.

However, this is not true.

  • MCC rules apply only to All India Quota (AIQ) and Deemed Universities.

  • State authorities (like DME MP, KEA, TN DME, etc.) conduct their own NRI quota counselling, and their rules, rounds, and eligibility criteria can differ significantly.

For example:

  • MCC has continued NRI quota seats till Round 4, while

  • Most states (including Karnataka, Maharashtra, MP, etc.) converted their unfilled NRI seats into management or general quota by Round 3.

  • Karnataka even converted NRI seats after Round 2, releasing them under management quota for open applicants.


🗓️ MCC Round 4 NRI Conversion Notification (Important Dates)

As per MCC’s official notification dated 10 November 2025, students who wish to convert their category to NRIcan submit their documents within the following window:

📑 Documents Required for NRI Conversion (Round 4)

Students applying for NRI conversion in Round 4 must email the following verified documents to MCC within the deadline:

  1. Candidate’s passport or OCI card (if NRI)

  2. NRI Sponsor’s passport and visa proof

  3. Relationship certificate (first or second degree)

  4. Notarized affidavit from sponsor confirming financial and admission support

  5. Candidate’s NEET PG scorecard and allotment details (if applicable)

  6. Proof of residence for sponsor (utility bill or bank statement)

👩‍⚕️ Who is Eligible Under MCC NRI Quota?

As per MCC’s latest rules, the following are eligible for NRI category:

  • The student is an NRI / OCI cardholder, or

  • The student’s parents are NRIs, or

  • The student has a first or second-degree NRI sponsor, including:

    • Maternal/paternal uncle or aunt

    • Grandparents

    • First cousins (in some cases, if legally attested)

Each sponsor-student relationship must be documented and notarized.
