What is State Quota Counselling?

 

State Quota Counselling is the method by which 85% of Government MBBS seats and 100% of Private MBBS seats in every state are allocated to qualifying candidates.

Each state carries out its own NEET-based counselling for MBBS and BDS places, overseen by its State Counselling Committee, following the guidelines set by the Medical Counselling Committee (MCC).

After the MCC pools the 15% All India Quota (AIQ) seats, the remaining 85% of seats in Government Medical Colleges and all Private Medical College seats are administered through State Quota Counselling.

Open vs Closed States in MBBS Counselling

 

Open States:

Permit students from different states to engage in counselling for private medical colleges.

Examples include Uttar Pradesh, Haryana, Karnataka, and Rajasthan.

 

Closed States:

Only students who are residents of the state can apply for private medical seats.

Examples include states like Punjab, Gujarat, West Bengal, and Kerala.

 

Tip: To increase their chances of securing an MBBS admission, students often submit applications to various open states using the State Quota.


What is the reason that every state has its own counseling system?

 

 

Every state has unique admission policies, criteria for reservations, fee structures, and timelines.

To promote fairness and ensure state-level representation, the Supreme Court mandated that every state conduct its own MBBS counselling under the supervision of the MCC.

 

As a result, the counselling process in each state consists of:

  • Individual online registration platforms.

  • Varied rules for reservations.

  • Separate cut-off scores and seat allocations.

  • Unique requirements for bonds and documentation.


Who is Eligible to Take Part in State Quota Counselling 2025?

 

  • Individuals who have passed NEET 2025

  • Applicants applying from their home state (based on domicile)

  • Applicants applying in other open states (if allowed)

  • NRI and management quota applicants (where relevant)


Who Conducts State Quota Counselling?

 

Every state has a State Counselling Authority or Directorate of Medical Education (DME) that oversees MBBS counselling for both:

  • 85% of Government College Seats

  • 100% of Private College Seats

These bodies operate in accordance with the directives of MCC and DGHS.
